You could think of Athletes as being in one of three groups:
 
Club Athletes, who do it for fun and friendship
Competitive Club Athletes, who have fun and friends, but also try to win at club, county and possibly regional level 
Potential Internationals, who perhaps might be the top five in each event (by age group) each year in the UK.

You can compare your times to "standards" at http://www.boja.org/standards.htm and http://www.boja.org/standards_esaa.htm.  A qualified Coach would need to assess your ability and potential along with your genetic attributes (such as early development and genetic body shape) to differentiate between what you can do now and what you could do with coaching.
 
You should pick a suitable club in your area and check the availability of coaching for your preferred events.  Do not go to one and join straight away.  Go to at least three and ask the same questions.....
What nights do you train
Are the groups mixed age, mixed gender, mixed ability
What coaches are available and how experienced are they in your events
...and so on.
 Then go and watch a session (or join in a session) before committing yourself to one club.
